You can either ask me to design a layout for your website and ask someone else to actually build the site or I can build it for you.
Layout designs are delivered as photoshop psd files where all site elements are put in layers. This makes it easy for your site programmer to ‘splice’ it in bits and pieces which are put back together through html/css coding files.
If you want me to build you a website, you need to know that after playing around with various content management systems (CMS) I now use WordPress only. It’s the most user friendly system for site administrators and it can be easily customized with many features.
